deep well pump won't build or keep pressure

Hi, our 1 hp deep well pump will build up to 10 psi sometimes and will lose the pressure. We've tried everything, almost everything is brand new, we primed everything correctly, the well is about 45 feet deep. The venturi thing isn't clogged, the check valve works properly, we're at a complete loss for words.
