insulation in baltimore

I'm in Baltimore, Maryland and we're having our siding replaced. While we're at it we're going to replace all of our insulation in the exposed walls.

I've had two pros out and they recommend two very different things. One says fiberglass bat is the best option, mostly b/c of its affordability, I suspect. They didn't even give us a quote on anything else.

The other recommends spray foam. Closed cell spray foam is simply out of our budget. Thus, we're left with three options. The first is fiberglass bat, which will cost us under $500 (thanks to a $250 rebate from utility company). The second is BIB, which is apparently densely packed fiber glass. The third is open cell spray foam - a half pound density. The latter two options will cost us closer to 2000 dollars (no rebate option thanks to beauracrtic issues).

Money is an object. Any chance the fiberglass bat will do the job well?

Another note: the siding guys will be adding in an insulation board (p14) instead of Tyvek, so that will provide us with a little bit of extra barrier in addition to the insulation.
