Peeling deck stain from last year, what should we do?

So we finally decided to attack the project of refreshing a long neglected deck in our new home last year (it was pretty slippery/mildewy and gray). Pressure washed with Sherwin Williams Deck cleaner and then wound up using 3 coats of their Semi Transparent Waterborne Deckscapes stain (would have been 2 coats, but the first turned out to be a pretty ugly color, way too light). This spring we're now seeing scratches and peeling in various spots... to my understanding it's probably because we put too many coats on, but also might have been that there was still some moisture in parts of the deck... and now I've read some bad reviews about the SW waterborne stain and how it's just more prone to peeling, doesn't penetrate just creates a film? We want to fix this, but not sure the best way to go about it. SW says to just sand and rinse the peeling sections gently with a hose, & then "patch" them up with 2 thin coats of the same stain, but my gut tells me it will look splotchy and the whole thing will continue to peel. The other option I guess is to use a stripper and power wash off all the existing stain and start over... perhaps with a different product?
