AC Coil Insulation

I had a new coil installed in a central air conditioner located in the upstairs closet last March. They put some kine of insulation over it with a paint brush. Now I notice it is feeling damp there, and the insulation stuff has come apart from the coil steel frame on the right side. I see no indication of any leaking water. Is this indication of some problem, or does it just need a little duct tape there? It is cool weather in Austin now and AC is not being used.
