cart will not go

I have an EZGO 99 electric cart. Step on gas all I get is the solenoid clicks. Tested batteries at 38V, cleaned all wires an cables nothing still happening. When this problem started I was driving it very slowly then it stopped an I saw a small puff of smoke come from under the front of cart, smelled like wire but can't find anything. Don't know what else to check?
