80 Gallon water heater

I've got a 80 gallon electric water heater in a commercial nail salon. My pedicure chairs take 5.5 gallons. I have 8 chairs total. The water heater is 2 years old. The problem I am having is after about 15 clients(throughout the day) I'm getting lukewarm water even cold. I have replaced both elements/both thermostats, I've drained the 80 gallon sucker. My multimeter is reading 215v. My question is, how long should it take for the WH to fully recover?
