Heat Pump fan not working when on heat

Hi, all. I had a question about my heat pump if anyone has some advice.



I have a 10 year old RUDD heat pump. The heat pump fan on unit outside works when set to cool. However, when set to heat, it does not. I was under impression, from what I have read, that it should run in cold weather when it's not extremely cold.



So for example, today, when it's 65 outside, the fan does not turn on. The house does warm and I think it's due to auxiliary heat. When temp goes to around 40, the aux light turns on when heat kicks in (of course, heat pump fan doesn't run). When it's 50-60, heat kicks in, fan doesn't run, but no aux light turns on.



Anyone know if this is normal. I don't think it's normal.



In Jan, my heat bill was about 375. Month before it was 400 and it was extremely cold during these months. This has been the average from past years.
