Amp draw is too low on MasterCool

I've swapped out all the parts I can possibly swap out including bearings, belt, and blower wheel pulley, and I was ready to test the amp draw on my 3/4 hp motor. It looks like the original one it came with. Nameplate amps are 10.5 and I'm drawing a little over 8. The sheave is screwed all the way in. Windows are open so there's no resistance. Any ideas why it would be underpowered like that? I'm stumped. Is that a sign the motor is just old and needs to be replaced?
