Furnace blower issue

I have an Armstrong PGE10 outdoor package unit that I would guesstimate to be about twelve years old. Today it seemed chili in the house (last night was below zero and today's high was in the teens). I checked the thermostat and the temp had fallen to 65, though the thermostat was set to 70. The furnace wasn't running, so after having no luck tinkering with the thermostat I flipped the breaker off for about ten seconds then back on. The furnace kicked on, and the air was warm but barely coming out of the vents. I went outside and pulled the cover to check the blower. It was running, and seemed to be running at a good speed, but clearly running slower than usual based on the slow airflow. I also visually checked the burner which appeared to be working fine. I crawled under the house and everything looked ok with the ductwork. Also worth noting, if I turn the heat off and switch the fan from auto to on, it won't come on at all. Any advice would be greatly appreciated.
