honda gcv160

I have the gcv160 on my lawnmower. On the governors arm. There is a lower hole and upper hole. Can someone tell me which one increases rpms. Thanks.



Ps. I'm assuming upper one decrease rpms. Mine lawnmower is one speed with Manuel choke.
