AC central unit not blowing cold air or shutting off

Hi, just this morning my AC stopped blowing cold air. I think it might need freon but then I noticed that the inside unit wouldn't shut off , I thought it was the thermostat that went bad so I replaced it. Nothing, still won't turn off. The only way that the unit will turn off is by turning it off from the circuit breaker. The fan is working and everything else looks ok. What could it be? Help please.
