Fuel Solenoid Piston

Should I be able to remove the piston from a fuel solenoid body? The piston moves up and down, and operates with the key. But, if I try to lift it completely out, is seems to get caught on something. It was completely frozen, but I used carb cleaner and got it moving. Does it need more cleaning?

This is on a Craftsman 13.5 HP riding mower. The part number is 699915.
