advice for resiliant channel

In my basement i want to finish my celling in one of the room.

i have some joist strapping running all across the celling..i dont think i should remove them in order to put resiliant channel right on the joist..seams like those strapping are the only thing joinning those joist.. can i put my resiliant chanel in the middle of those strapping? ( wich would result of them being parallele to the joist).....?
